How to prevent deleting a file from usb flash disk

hi every body

I want to find a way to prevent deleting a file(exe) from usb flash disk

And the problem is that i want to write a program that place in usb flash disk, and when yhe flash is connected to computer then the program is run.

and user can not close and delete it.

how can i do that?
