Ip Camera LineShape Problem

Hi All

I am very new to coding. Coding is done is VB. I have a streaming ipCamera (Send To Back) on a form, and LineShapes moving over the top, controlled from a PLC. My problem is that the LineShapes does not stay on the top layer.
